I've installed Safari 3.0.2 on my non-Mac computer (Windows XP), but I don't know how to change from one tab to another using keyboard shortcuts. I've tried Ctrl+Shift+arrow and Ctrl+Shift+Change Safari tabs using keyboard shortcuts?
There's no way as of now you can switch tabs in Safari(for windows OS) with the help of a keyboard shortcut. This functionality will probably be included in future versions. A likely shortcut could be Ctrl + Tab / Ctrl + Shift + Tab or as you pointed out ctrl +shift + left arrow / ctrl +shift + right arrow.
